ANALYSIS
This bill requires in-person attendance by an elected member of a budget committee or a school board except under extenuating circumstances, and provides for a vacancy if an elected member fails to attend 2 or more meetings or 25 percent of such meetings annually.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Two
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Elected Budget Committee; Attendance. Amend RSA 32:15 by inserting after paragraph VI the following new paragraph:
VI-a. For an elected budget committee, all scheduled meetings shall be attended in person by all elected members, except that participation in a meeting by electronic or other means of communication under RSA 91-A:2, III shall be permitted only if the budget committee finds extenuating circumstances and allows the participation. Any member of an elected budget committee who fails to attend 2 or more scheduled and noticed meetings or 25 percent of such meetings annually shall be considered to have created a vacancy in the elected position, which shall be filled as provided in law.
2 New Paragraph; School Boards; Duty to Provide Education; Attendance by Members. Amend RSA 189:1-a by inserting after paragraph IV the following new paragraph:
V. For elected members of the school district board, all scheduled meetings shall be attended in person by all elected members, except that participation in a meeting by electronic or other means of communication under RSA 91-A:2, III shall be permitted only if the school board finds extenuating circumstances and allows the participation. Any elected member of a school board who fails to attend 2 or more scheduled and noticed meetings or 25 percent of such meetings annually shall be considered to have created a vacancy in the elected position, which shall be filled as provided in law.
3 Effective Date. This act shall take effect 60 days after its passage.
