ANALYSIS
This bill renames two license fee categories in weights and measures and adds a definition for "precision scales" and "legal-for-trade scale."
This bill is a request of the department of agriculture, markets, and food.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Two
AN ACT relative to weights and measures.
Be it Enacted by the Senate and House of Representatives in General Court convened:
111:1 Licensing Commercial Devices; Fees; Not Precision Scales. Amend RSA 438:10-a, I to read as follows:
I. Scales 100 pounds or less, other than precision scales, $18 each;
111:2 Licensing Commercial Devices; Fees; Precision Scales. Amend RSA 438:10-a, VIII to read as follows:
VIII. [Analytical balances] Precision scales, $36 each;
111:3 New Paragraphs; Precision Scales; Definition. Amend RSA 438:1 by inserting after paragraph XIII the following new paragraphs:
XIV. "Precision scales" means any legal-for-trade scales with a accuracy class designation of Class II or Class III that have a division size less than or equal to 2 grams in metric and less than 0.005 pounds in avoirdupois.
XV. "“Legal-for-trade scale” means a scale which meets the requirements of the National Institute of Standards and Technology (NIST) Handbook 44 and is approved by the National Type Evaluation Program (NTEP).
111:4 Effective Date. This act shall take effect July 1, 2022.
