AN ACT authorizing municipalities to collect compost.

This bill allows municipalities to collect compost at transfer stations or have a contract with a solid waste disposal facility to collect compostable materials.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Two

 

AN ACT authorizing municipalities to collect compost.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Transfer Station; Compost Collection.  Amend RSA 149-M:4, XXVII-a to read as follows:

XXVII-a. "Transfer station" means a solid waste collection, storage, and transfer facility, which collects, stores, and transfers solid waste, including non-recyclable waste and compost.

2  New Paragraph; Town Responsibility and Authority; Solid Waste Management; Compost Collection.  Amend RSA 149-M:17 by inserting after paragraph VI the following new paragraph:

VII.  A town may collect compostable materials at its transfer station or may contract, upon a majority vote of its legislative body, with the owners of a solid waste disposal facility which will collect compostable materials.

3  Effective Date.  This act shall take effect upon its passage.
