Floor Amendment to HB 1431-FN-LOCAL

 

Amend the title of the bill by replacing it with the following:

 

AN ACT relative to the publishing of a parental rights guidebook.

 

Amend the bill by replacing all after the enacting clause with the following:

 

1  New Section; Department of Education; Parental Rights Guidebook.  Amend RSA 189 by inserting after section 27-b the following new section:

189:27-c  Parental Rights Guidebook Published.  Prior to the start of each school year, the department of education and the department of health and human services shall jointly publish a guidebook containing all current statutes pertaining to parental rights in education and child welfare and make the guidebook available to the public in paper copy and on their respective department website so that parents may access a comprehensive list of parental rights established by the general court in a single accessible document.  Each local school district shall annually post a link to the document and shall provide information regarding how to access this document within student/parent handbooks.

2  New Section; Department of Health and Human Services; Parental Rights Guidebook.  Amend RSA 126-A by inserting after section 18-b the following new section:

126-A:18-c.  Parental Rights Guidebook.  The department, jointly with the department of education, shall publish the parental rights guidebook pursuant to RSA 189:27-c.

3  Effective Date.  This act shall take effect 60 days after its passage.

This bill requires the department of education and the department of health and human services to publish a guidebook containing all current statutes pertaining to parental rights in education and child welfare.
