STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Two
AN ACT proclaiming the first Monday of March as COVID-19 Victims and Survivors Memorial Day.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Findings. The general court finds:
I. SARS-CoV-2 (COVID-19) is an easily transmissible viral illness that has created a global pandemic which has had catastrophic effects on human life, our country, our state, our communities, our schools, our nursing homes, our assisted living communities, our hospitals, our businesses, our places of worship, and our economy.
II. COVID-19 has taken over a thousand lives in New Hampshire, sickened and hospitalized thousands more, and continues to affect many of its victims with long-term neurological damage, cardiorespiratory damage, and/or lingering side effects that impact their quality of life.
III. Each life lost or changed forever by COVID-19 represents an incalculable loss to the individuals and families directly affected as well as to their friends and their communities.
IV. Every New Hampshire resident who has lived through COVID-19 has been affected physically, emotionally, economically, or in some other way by the pandemic.
V. The month of March is the same month the first confirmed case of COVID-19 was detected in New Hampshire in 2020.
2 New Section; COVID-19 Victims and Survivors Memorial Day. Amend RSA 4 by inserting after section 4:13-cc the following new section:
4:13-dd COVID-19 Victims and Survivors Memorial Day.
I. The governor shall proclaim the first Monday in March of each year as COVID-19 Victims and Survivors Memorial Day.
II. The proclamation issued by the governor shall call on the people of New Hampshire to observe the day with appropriate ceremonies and activities and shall urge all state agencies and academic institutions, and interested organizations, groups, and individuals, to fly the flag of the United States at half-staff on the first Monday in March in honor of the individuals who died or whose lives were otherwise impacted by the COVID-19 pandemic.
3 Effective Date. This act shall take effect upon its passage.
