METHODOLOGY:

This bill authorizes the Police Standards and Training Council to develop a court security officer training and certification program to provide for the education, training, and certification of court security officers. The Council states to do this, it would need to build the curriculum and testing to create the court security officer (CSO) academy and develop, deliver, and oversee the annual in-service training and certification process.  Presently, there are approximately 150 CSOs that are working for the Judicial Branch. The Council states it would need two (2) part-time law enforcement training specialists and one (1) part-time administrative assistant to support this new training and certification program.  The Council states increases to its expenditures in FY 2024 and each year thereafter are indeterminable, but likely not less than $100,000 per year.

This bill further authorizes the Police Standards and Training Council to enter into agreements with the Judicial Branch as necessary to implement a CSO education, training, and certification program. To this extent, it is indeterminable if there would be any impact on Judicial Branch expenditures relative to costs to train and certify CSOs.
