STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Four
AN ACT relative to the non-mandatory issuance of certificates of title for certain vehicles.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Certificate of Title; Exempted Vehicles. Amend RSA 261:3 by inserting after paragraph II the following new paragraph:
III. No certificate of title need be obtained, but may be obtained for:
(a) Trailers with gross weight of less than 3,001 pounds;
(b) Any motor vehicle whose manufacturer's model year is before the year 2000.
2 Repeal. RSA 261:3, I(j) and (k), relative to title exemptions for certain trailers and vehicles, is repealed.
3 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill allows eligible residents to apply for a certificate of title for vehicles with a manufacture year of 1999 or older, and trailers with a GVWR of 3,000 pounds or less. The Department of Safety states this would create an increase in the production of titles, in turn, contributing to an increase in processing time for titles which will cause the need for additional positions within the Title Bureau. The Department estimates it would need two (2) new title examiner positions (labor grade 12, step 3). Assuming a start date of July 1, 2024, these positions would cost $136,000 in FY 2025, $138,000 in FY 2026, and $142,000 in FY 2027.
