STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Four

 

AN ACT relative to the transfer of Silver Lake Park in the town of Hollis.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Silver Lake Park; Title Transfer of State Owned Lots.  Notwithstanding RSA 4:40, and RSA 78-B, the state shall transfer title of the land labeled on the town of Hollis tax map 30, lots 1 and 6, to the town of Hollis for consideration of $1.  The transaction shall not be subject to the real estate transfer tax.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill requires the State to sell Silver Lake Park to the Town of Hollis for $1. The Department of Natural and Cultural Resources states between fiscal years 2020-2023, Silver Lake State Park averaged $36,043 in revenue, $26,775 covering park fees and $9,268 in on-site sales.  Selling Silver Lake State Park, will result in a loss of these revenues.  During the same period, park expenses averaged $53,401, with $38,000 for labor and $15,000 for operations. Employees from Silver Lake Park might transfer to other parks in the South Region resulting in no change in labor costs.  However, when Silver Lake Park is transfered to the Town of Hollis, the State Park Fund could save an average of $15,000 in non-labor costs.

 

Additionally, the Parks and Recreation Division sustains itself without General Funds for its operations, covering labor and park maintenance.  RSA 4:40 would have allowed the Division to sell Silver Lake State Park at its current market value.  However, this bill would bypass RSA 4:40, transferring the park to Hollis for $1.  Without an appraisal, the park's potential sale value remains unknown, impacting the State Park Fund revenue potential in an undetermined manner.
