Floor Amendment to HB 1523

 

Amend the title of the bill by replacing it with the following:

 

AN ACT relative to the pre-election certificate.

 

Amend the bill by replacing all after the enacting clause with the following:

 

1  Pre-Election Certificate.  Amend RSA 658:32 to read as follows:

658:32  Pre-Election Certificate.  

I.  The secretary of state shall prepare and distribute to each town or ward clerk 3 copies of the pre-election certificate.  When the official ballots and state absentee ballots are counted, the moderator and clerk shall certify thereon the total number of official ballots and state absentee ballots received.  The pre-election certificate shall include, but not be limited to:

(a)  The number of state absentee ballots received from the secretary of state's office.

(b)  The number of state absentee ballots requested by the voters.

(c)  The number of state absentee ballots spoiled.

(d)  The number of state absentee ballots not returned by the voters.

(e)  The number of state absentee ballots not used.

II.  One copy shall be retained by the moderator for his or her records; one copy shall be retained by the clerk for his or her records, and one copy shall be forwarded by the clerk to the secretary of state with the election returns pursuant to RSA 659:75.

2  New Subparagraph; Post-Election Certificate.  Amend RSA 659:73, III by inserting after subparagraph (i) the following new subparagraph:

(j)  The number of state absentee ballots received by mail on election day.

3  Effective Date.  This act shall take effect 30 days after its passage.
