AN ACT relative to property tax offset for the town of Hampstead and making an appropriation therefor.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Four

 

AN ACT relative to property tax offset for the town of Hampstead and making an appropriation therefor.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1 Department of Health and Human Services; Hampstead Hospital; Property Tax Offset. The department of health and human services is hereby appropriated $154,000 in general funds for the fiscal year ending June 30, 2025. From this amount and amounts appropriated in the state operating budget account 05-95-98-980010-2648, the department shall distribute $191,166 in the fiscal year ending June 30, 2025 to the town of Hampstead, to offset impacts to the town’s property tax base resulting from the state’s acquisition of the Hampstead hospital. The governor is authorized to draw a warrant for the amount appropriated in this section out of any money in the treasury not otherwise appropriated.

2 Effective Date. This act shall take effect on July 1, 2024.

METHODOLOGY:

This bill appropriates $154,000 in FY25 for the purpose of distributing funds to the town of Hampstead, NH, to offset the impacts on that town's tax base from the state's purchase of Hampstead Hospital.  As written, the bill requires the Department to make a total payment to Hampstead of $191,166 in FY25, so the remaining $37,166 would need to be allocated from the Department's existing appropriations.
