Amendment to SB 386

 

Amend the title of the bill by replacing it with the following:

 

AN ACT establishing a committee to study how to provide information about New Hampshire energy.

 

Amend the bill by replacing all after the enacting clause with the following:

 

1  Committee Established.  There is established a committee to study the creation of a pamphlet/website for incoming legislators and the public on the basics of NH energy law regarding energy regulation, alternative energy supply, renewable energy, net metering, and energy efficiency.

2  Membership and Compensation.

I.  The members of the committee shall be as follows:

(a)  Three members of the house of representatives, appointed by the speaker of the house of representatives.

(b)  One member of the senate, appointed by the president of the senate.

II.  Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

3  Duties.  The committee shall study the creation of a pamphlet/online site for incoming legislators and the public to learn the basics of NH energy law, and shall:

(a) Include a brief history of the NH energy arena.

(b) Describe where energy comes from and the basics of utility regulation, and how to understand energy bills.

(c) Describe and define the state’s mix of energy.

(d) Describe consumer options for energy procurement.

(e) Describe the regional grid including transmission and distribution and define front/behind the meter.

(f) Describe the differences between traditional and renewable energy resources, and how the state supports clean energy sources.

(g) Describe net metering and other consumer alternatives.

(h) Describe energy efficiency and conservation.

(i) Describe community aggregation.

(j) Discuss the role of battery storage of renewable energy.

(k) Discuss the costs of energy and the tradeoffs associated with all types of energy production.

(l) Include any other concepts crucial to understanding the NH energy landscape.

4  Chairperson; Quorum.  The members of the study committee shall elect a chairperson from among the members.  The first meeting of the committee shall be called by the first-named house member.  The first meeting of the committee shall be held within 30 days of the effective date of this section.  Three members of the committee shall constitute a quorum.

5  Report.  The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2024.

6  Effective Date.  This act shall take effect upon its passage.
