This bill establishes a committee to study the potential for amending voter identification and public assistance laws as a means of discouraging illegal voting and illegal access to public assistance. The study shall include consideration of the Arizona Taxpayer and Citizen Protection Act.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Five
AN ACT establishing a study committee to consider amending voter identification and public assistance requirements as a means of discouraging illegal voting and illegal access to public assistance.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Committee Established. There is established a committee to study amending voter identification and public assistance eligibility requirements as a means of discouraging illegal voting and illegal and unintended access to public assistance.
2 Membership and Compensation.
I. The members of the committee shall be as follows:
(a) Three members of the house of representatives, appointed by the speaker of the house of representatives.
(b) Three members of the senate, appointed by the president of the senate.
II. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.
3 Duties. The committee shall review state laws relative to voter identification and non-federally mandated public assistance and identify the degree to which such services are vulnerable to abuse by illegal immigrants and others not entitled to benefits due to citizenship or immigration status. The committee shall review the eligibility requirements for existing public assistance programs relative to citizenship or immigration status. The committee shall consider the Arizona Taxpayer and Citizen Protection Act and the possibility of introducing similar legislation in New Hampshire as a means of increasing state cooperation with federal immigration authorities and minimizing illegal voting and illegal or unintended access to public assistance.
4 Chairperson; Quorum. The members of the study committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named house member. The first meeting of the committee shall be held within 45 days of the effective date of this section. Four members of the committee shall constitute a quorum.
5 Report. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2005.
6 Effective Date. This act shall take effect upon its passage.
