AN ACT relative to default budgets.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Five

AN ACT relative to default budgets.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Default Budget; Definition. RSA 40:13, IX(b) is repealed and reenacted to read as follows:

(b) “Default budget” as used in this subdivision means the amount of the same appropriations as contained in the operating budget authorized for the previous year, reduced and increased by:

(1) Debt service.

(2) Obligations required by contracts.

(3) Continuing obligations incurred by approved warrant articles.

(4) Obligations mandated by law.

(5) One-time expenditures contained in the previous year’s operating budget. One-time expenditures shall be appropriations not likely to recur in the succeeding budget, as determined by the governing body, unless the provisions of RSA 40:14-b are adopted by the local political subdivision.

2 Effective Date. This act shall take effect 60 days after its passage.
