AN ACT relative to reimbursement for police assistance provided to schools within a cooperative school district or an authorized regional enrollment area school.

ANALYSIS

          This bill requires that a city or town which hosts a cooperative school or authorized regional enrollment area school and which provides police assistance to such school shall be reimbursed for police assistance on a per diem basis.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Five

AN ACT relative to reimbursement for police assistance provided to schools within a cooperative school district or an authorized regional enrollment area school.

Be it Enacted by the Senate and House of Representatives in General Court convened:

          1 New Section; Cooperative School Districts; Reimbursement for Police Assistance. Amend RSA 195 by inserting after section 15-a the following new section:

          195:15-b Reimbursement for Police Assistance.

                  I. A city or town in which a cooperative school or authorized regional enrollment area school, created under RSA 195-A, is located and which provides police assistance to such cooperative school or authorized regional enrollment area school shall be reimbursed by the cooperative school or authorized regional area enrollment school receiving such police assistance. In this section, “police assistance” shall mean a call to the police department placed by a cooperative school or authorized regional enrollment area school official.

                  II. The specific rate of reimbursement shall be determined by the city or town provided that the minimum reimbursement shall be $25 per day for police assistance during the school year and the maximum reimbursement shall be $120 per day for police assistance during the school year.

          2 Effective Date. This act shall take effect 60 days after its passage.

HB 233-FN-LOCAL - FISCAL NOTE

AN ACT relative to reimbursement for police assistance provided to schools within a cooperative school district or an authorized regional enrollment area school.

FISCAL IMPACT:

      The Department of Education and NH Municipal Association indicate this bill may increase local revenue and expenditures by an indeterminable amount in FY 2006 and each year thereafter. There will be no fiscal impact on state and county revenue or expenditures.

METHODOLOGY:

    The Department and Association state this bill may result in one town reimbursing another for the cost of police assistance at school. The cost is limited by this bill to between $25 and $120 per day. The frequency of police assistance and the cost cannot be estimated.
