STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Five

AN ACT establishing a committee to study the curriculum content of an adequate education.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Committee Established. There is established a committee to study the curriculum content of an adequate education.

2 Membership and Compensation.

I. The members of the committee shall be as follows:

(a) Four members of the house of representatives, appointed by the speaker of the house of representatives.

(b) Two members of the senate, appointed by the president of the senate.

II. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

3 Duties. The committee shall study the curriculum content of an adequate education and develop appropriate guidelines for the curriculum content of an adequate education as defined in RSA 193-E:2.

I. In consultation with the New Hampshire School Boards Association, the New Hampshire School Administrators Association, the National Education Association-New Hampshire, and any other organization deemed by the committee capable of assisting the committee, the committee shall establish the following 3 working committees to reach the definition of an adequate education expressed in terms of curriculum or courses of study,

(a) A working committee of not less than 3 nor more than 5 members to recommend to the committee the curriculum content or courses of study and the staffing and class size levels for grades 1 to 5.

(b) A working committee of not less than 3 nor more than 5 members to recommend to the committee the curriculum content or courses of study and the staffing and class size levels for grades 6 to 8.

(c) A working committee of not less than 3 nor more than 5 members to recommend to the committee the curriculum content or courses of study and the staffing and class size levels for grades 9 to 12.

II. The working committees shall organize as directed by the committee.

III. The committee shall meet with the working committees to review progress on the definitions at least once every 3 months.

IV. Each working committee shall deliver its recommendations to the committee no later than May 1, 2006.

4 Chairperson; Quorum. The members of the study committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named house member. The first meeting of the committee shall be held within 45 days of the effective date of this section. Four members of the committee shall constitute a quorum.

5 Report. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the senate president, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2006.

6 Effective Date. This act shall take effect upon its passage.
