This bill establishes a statutory joint committee to examine, design, and implement a plan for the construction of a new legislative parking facility near the state house in Concord.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Five

AN ACT establishing a statutory joint committee on legislative parking facilities.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Chapter; Joint Committee On Legislative Parking Facilities. Amend RSA by inserting after chapter 17-Q the following new chapter:

CHAPTER 17-R

JOINT COMMITTEE ON LEGISLATIVE PARKING FACILITIES

17-R:1 Committee Established. A joint legislative committee on the design and construction of a legislative parking facility is hereby established.

17-R:2 Membership. The committee shall consist of 10 legislative members: 7 representatives appointed by the speaker of the house of representatives, and 3 senators, or their designees, appointed by the president of the senate. The committee shall choose from its legislative membership a chairperson, a vice-chairperson, and a clerk. In addition, the senate president shall appoint 2 senate staff members and one joint staff person to assist the committee, and the speaker of the house of representatives shall appoint 3 house staff members and one joint staff person to assist the committee.

17-R:3 Terms of Office. All legislative members shall be appointed to serve on the committee for a term coterminous with their elected legislative office, but they may be reappointed if re-elected to the same office. Staff persons appointed to assist the committee shall serve for 2 years but may be reappointed.

17-R:4 Duties. The duties of the committee shall be as follows:

I. Determine the level of need for increased parking in a facility near the state house in Concord, including a study of the cost effectiveness of providing sufficient parking in a single facility rather than requiring some legislators, staff, and guests to utilize remote parking lots or metered parking.

II. Propose a location and design for a new secure legislative parking facility for members, staff, participants in legislative matters, and guests.

III. Study the possibility of including a covered walkway to the state house complex, and study the possible sale of the Storrs street facility.

IV. Hold such public hearings as may be necessary on matters pertaining to the legislative parking facility.

17-R:5 Compensation. The legislative members of the committee shall serve without compensation; however, they shall receive legislative mileage when performing their duties pursuant to this chapter.

2 Effective Date. This act shall take effect upon its passage.
