STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Five

AN ACT relative to boat launch access and parking without charge at Hampton and Rye harbors for persons 65 years of age or older.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Pease Development Authority; Division of Ports and Harbors; Parking and Boat Launch Access. Amend RSA 12-G by inserting after section 44 the following new section:

12-G:44-a Hampton and Rye Harbors; Parking and Boat Launch Access. Any person who is a resident of this state and who has attained the age of 65 shall not, upon proper identification, be charged a fee for parking or for the use of boat launching ramps or other boat launch sites at the Hampton and Rye harbors.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 453-FN - FISCAL NOTE

AN ACT relative to boat launch access and parking without charge at Hampton and Rye harbors for persons 65 years of age or older.

FISCAL IMPACT:

      The Pease Development Authority has determined this bill will reduce State restricted revenue by an indeterminable amount in FY 2005 and each year thereafter. There will be no fiscal impact on county and local revenue or state, county, and local expenditures.

METHODOLOGY:

    The Pease Development Authority stated revenue it receives from parking and boat launching activities at Rye Harbor Marina and Hampton Harbor Marina is deposited into the Harbor Dredging and Pier Maintenance Fund. The Authority stated it has not kept records regarding the age of purchasers of parking and launching passes, and cannot provide an accurate estimate of the number of users who would be exempt from fees under this bill. The Authority anticipates some of the persons using the facilities are 65 and over, resulting in an indeterminable loss of revenue to the fund.
