STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Five

AN ACT making an appropriation to the department of health and human services for family mutual support services.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Appropriation for Family Support Services. The sum of $210,000 is hereby appropriated for the fiscal year ending June 30, 2006, and the sum of $210,000 is hereby appropriated for the fiscal year ending June 30, 2007, to the department of health and human services for the purposes of the family mutual support system under RSA 126-P. Specifically the funds shall be used for programs that provide some or all of the following services: education of family members; education of the public; education designed to reduce stigma related to mental illness; an information and referral line; a resource library; or a website. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

2 New Paragraph; Family Mutual Support Organizations; Definition Added. Amend RSA 126-P:1 by inserting after paragraph II the following new paragraph:

II-a. “Family mutual support organization” means a nonprofit corporation which provides family to family education and support to families of individuals with mental illness and to the individuals themselves and the provision of public education to reduce the stigma associated with mental illness and other family mutual support services enumerated in RSA 126-P.

3 Effective Date. This act shall take effect July 1, 2005.

HB 662 FISCAL NOTE

AN ACT making an appropriation to the department of health and human services for family mutual support services.

FISCAL IMPACT:

      The Department of Health and Human Services has determined this bill will increase state general fund expenditures by $210,000 in FY 2006 and $210,000 in FY 2007. There will be no fiscal impact on state, county, and local revenue or county and local expenditures.

      This bill appropriates $210,000 from the general fund for the fiscal year ended June 30, 2006 and $210,000 from the general fund for the fiscal year ended June 30, 2007 to the Department of Health and Human Services for the purposes of this act.

METHODOLOGY:

    The Department stated this bill will appropriate $210,000 in FY 2006 and $210,000 in FY 2007 from the general fund to the Department for family mutual support services. The Department assumes the entire appropriation will be expended for the purposes of the family mutual support system under RSA 126-P in FY 2006 and FY 2007.
