STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Five

AN ACT making an appropriation for kindergarten in the town of Merrimack.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Public Kindergarten Programs; Per Pupil Reimbursement. Amend 1999, 65:9, I(a) as amended by 2000, 289:2, 2001, 158:37, and 2003, 319:134 to read as follows:

I.(a) If a school district implements a public kindergarten program during school year 1999-2000 through school year 2004-2005 inclusive, the school district maintaining such a kindergarten program shall receive reimbursement at the rate of $1,200 per pupil from the education trust fund created in RSA 198:39 for each fiscal year through June 30, [2005] 2007.

2 Town of Merrimack; Kindergarten. There is hereby appropriated the sum of $275,000 for the biennium ending June 30, 2007, to the department of education for the support of the kindergarten program in the town of Merrimack. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

3 Effective Date. This act shall take effect July 1, 2005.

HB 711-FN-A-LOCAL - FISCAL NOTE

AN ACT making an appropriation for kindergarten in the town of Merrimack.

FISCAL IMPACT:

      The Department of Education indicates this bill will increase state general fund expenditures and local revenue by $1,453,400 in FY 2006 and $1,808,400 in FY 2007. There will be no fiscal impact on state and county revenue or county and local expenditures.

      This bill appropriates $275,000 in general funds to the Department of Education in FY 2006 for the purposes of this act.

METHODOLOGY:

    The Department assumes it will pay the appropriated amount, $275,000, to the Town of Merrimack in FY 2006 and will also pay for qualifying kindergarten pupils as shown below.

    The Department estimated the number of qualifying kindergarten pupils for whom $1,200 will be paid in FY 2006 and FY 2007 as follows.

    FY 2006 – 982 kindergarten pupils x $1,200 = $1,178,400

    FY 2007 – 1507 kindergarten pupils x $1,200 = $1,808,400
