STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Six
AN ACT directing the secretary of state to remove certain language from the text of Part II, Article 73-a of the New Hampshire constitution.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Purpose. The general court finds the language now appearing in Article 73-a, Part II of the New Hampshire constitution, to wit “force and effect of law,” was not on the ballot when offered to the people for ratification, hence was not ratified by the people. Therefore, the general court hereby directs the secretary of state to take the action specified in section 2 of this act.
2 Secretary of State; Amend Constitutional Language. The secretary of state shall remove from all existing publications of the New Hampshire constitution the phrase “force and effect of law” in Part II, Article 73-a, as such language was not ratified by the people.
3 Effective Date. This act shall take effect 60 days after its passage.

AN ACT directing the secretary of state to remove certain language from the text of Part II, Article 73-a of the New Hampshire constitution.
FISCAL IMPACT:
The Department of State indicates this bill will increase state expenditures by an indeterminable amount in FY 2006 and each year thereafter. There will be no fiscal impact on state, county, and local revenue or county and local expenditures.
METHODOLOGY:
The Department states this bill would require them to remove the phrase “force and effect of law” in Part II, Article 73-a from all existing publications of the New Hampshire constitution. The Department states this bill would increase state expenditures by an indeterminable amount in order to replace all publications that currently contain this phrase.
