STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Six

AN ACT allowing reserve and national guard members returning to New Hampshire after full-time active duty to take courses tuition free at any community-technical institute or college.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Active Duty Reserve and National Guard Members; Tuition-free Courses. Notwithstanding any other provision of law, any member of the reserve or national guard returning to reside in New Hampshire after serving on active duty may, within one year of returning from active duty, enroll in any course or courses tuition free at any community-technical institute or college.

2 Repeal. Section 1 of this act, relative to tuition-free courses for reserve and active guard members, is repealed.

3 Effective Date.

I. Section 2 of this act shall take effect July 1, 2008.

II. The remainder of this act shall take effect July 1, 2006.

HB 1408-FN – FISCAL NOTE

AN ACT allowing reserve and national guard members returning to New Hampshire after full-time active duty to take courses tuition free at any community-technical institute or college.

FISCAL IMPACT:

      The Community Technical College System states this bill may decrease state revenue and increase state expenditures by an indeterminable amount in FY 2007 and FY 2008. This bill will have no fiscal impact on county and local revenue or expenditures.

METHODOLOGY:

    The System states this bill allows reserve and national guard members returning to New Hampshire after full-time active duty to take courses tuition free at any community-technical institute or college through FY 2008. There are approximately 4,700 reserve troops in New Hampshire, 2,600 in the air or army guard and 2,100 in the other reserves, marines, coast guard, and navy. About 2,500 of the 4,700 have returned from deployment on active duty, 200 remain deployed, and approximately 333 will be deployed in the near future. There are approximately 1,785 national guard troops in New Hampshire, and about 50 of those are currently deployed. The System is unable to determine the number of eligible individuals who will return to reside in New Hampshire after serving on active duty, and who within one year will enroll in a course at the institute or colleges. The System is unable to determine the exact fiscal impact at this time.
