STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Five
AN ACT relative to issuance of dealer plates to bonded motor vehicle dealers.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Bonded Motor Vehicle Dealers; Dealer Plate. Amend RSA 261 by inserting after section 107 the following new section:
261:107-a Dealer Plates. The department shall, upon request of the bonded motor vehicle dealer at the time of issuance of a license to a bonded dealer under this subdivision, furnish the bonded dealer with a single set of dealer plates. A bonded motor vehicle dealer choosing to obtain dealer plates under this section shall at the time of application and renewal provide proof of payment of liability insurance acceptable to the department. If the liability insurance is at any time cancelled or revoked, the bonded dealer shall promptly return the dealer plates issued under this section to the department. The bonded dealer shall disclose to a purchaser, by the use of buyer’s guides posted within the vehicle, that the seller of the vehicle is a licensed bonded motor vehicle dealer.
2 Effective Date. This act shall take effect 60 days after its passage.

SB 151 FISCAL NOTE
AN ACT relative to issuance of dealer plates to bonded motor vehicle dealers.
FISCAL IMPACT:
The Department of Safety has determined this bill will increase state restricted expenditures by $117,318 in FY 2006, $74,261 in FY 2007, $76,956 in FY 2008, and $114,616 in FY 2009. There will be no fiscal impact on state, county, and local revenue or county and local expenditures.
METHODOLOGY:
The Department states this bill will allow bonded motor vehicle dealers to be issued a dealer plate upon proof of insurance. The Department states this bill will require the addition of one new Highway Patrol Officer II (LG 21-L416), clerical staff overtime, additional office supplies and postage, and revising 2 forms. The Department estimates additional highway fund expenditures as follows:
