This bill prohibits a candidate for state office from expending or using a contribution of $200 or more unless the candidate has verified that the contributor has reported the contribution to the secretary of state.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eight
AN ACT requiring that certain contributions be reported to the secretary of state before they may be used by a candidate.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Prohibited Political Expenditures; Contributions of $200 or More. Amend RSA 664:5 by inserting after paragraph V the following new paragraph:
VI. By a candidate for state office from any contribution of $200 or more from any person unless the candidate has verified that the contributor has reported the contribution to the secretary of state.
2 Effective Date. This act shall take effect January 1, 2009.

HB 1170-FN - FISCAL NOTE
AN ACT requiring that certain contributions be reported to the secretary of state before they may be used by a candidate.
FISCAL IMPACT:
The Secretary of State states this bill will increase state general fund expenditures by $18,262 in FY 2011. There is no fiscal impact on county and local expenditures or state, county and local revenue.
METHODOLOGY:
The Secretary of State and the Department of Justice indicate this bill will require candidates running for a state office to verify that contributions of $200 or more have been reported to the Secretary of State prior to expending or using the contribution. The Secretary of State states a records control clerk (LG 10) would need to be hired full time for six months in an election year to receive, organize, and field questions from contributors and candidates.
The Department of Justice indicates this bill will have no fiscal impact.
This bill does not provide an appropriation or authorization for additional positions.
