STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eight

AN ACT reducing the membership of 2 legislative oversight committees.

Be it Enacted by the Senate and House of Representatives in General Court convened:

27:1 Oversight Committee; Telecommunications; Membership Reduced. Amend RSA 374:22-h, I to read as follows:

I. There shall be an oversight committee on telecommunications consisting of [14] 7 members as follows:

(a) [Seven] Two members of the senate, appointed by the president of the senate.

(b) [Seven] Five members of the house science, technology and energy committee, appointed by the speaker of the house.

27:2 Oversight Committee on Telecommunications; Quorum. Amend RSA 374:22-i to read as follows:

374:22-i Organization and Compensation. The oversight committee shall have a chairperson who shall be chosen by vote from among the committee membership. The chairperson's term of office shall be for the biennium. The committee shall have a clerk who shall be chosen by vote by members of the committee. The clerk's term of office shall be for the biennium. The committee shall meet immediately upon the close of each legislative session. Four members of the committee shall constitute a quorum. The legislative members of the committee shall receive legislative mileage when in performance of their duties.

27:3 Oversight Committee; Electric Utility Restructuring; Membership Reduced; Quorum. Amend RSA 374-F:5 to read as follows:

374-F:5 Oversight Committee; Establishment; Report; Meetings.

I. There is established a legislative oversight committee on electric utility restructuring consisting of [14] 7 members as follows:

(a) [Seven] Five members of the house, at least [5] 3 of whom shall be members of the science, technology and energy committee, or its successor, and at least [2] one of whom shall be [members] a member of a minority party, appointed by the speaker of the house.

(b) [Seven] Two members of the senate, at least [2] one of whom shall be [members] a member of the energy and economic development committee, or its successor, and at least one of whom shall be a member of the minority party, appointed by the president of the senate.

II.[(a)] Committee members shall be appointed to 2-year terms expiring on the first Wednesday of even-numbered years. Members may succeed themselves.

[(b) A chairperson shall be selected by a majority of the committee members.]

III. The committee shall provide an annual report on or before November 1 to the governor, the speaker of the house, the senate president, the state library, and the public utilities commission on the status of electric utility restructuring.

IV. The committee shall meet quarterly or as often as is necessary to conduct its business. Four members of the committee shall constitute a quorum.

V. Members shall receive mileage when attending to the duties of the committee.

27:4 Effective Date. This act shall take effect November 1, 2008.
