STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eight

AN ACT establishing a commission to study vehicle dealer licenses, dealer plates, and temporary plates and relative to notification of the Lyme town and budget committee meetings.

Be it Enacted by the Senate and House of Representatives in General Court convened:

216:1 Commission Established. There is established a commission to study vehicle dealer licenses, dealer plates, and temporary plates.

216:2 Membership and Compensation.

I. The members of the commission shall be as follows:

(a) Three members of the house of representatives, appointed by the speaker of the house of representatives.

(b) The director of the division of motor vehicles, department of safety, or designee.

(c) One member appointed by the New Hampshire Automobile Dealers Association.

(d) One member appointed by the New Hampshire Municipal Association.

II. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

216:3 Duties. The commission shall study the licensing requirements for each type of vehicle dealer and evaluate the appropriateness of the existing classifications and the requirements for each license type and the use of dealer registration plates; the types and uses of temporary plates; and inspection requirements in relation to the use of dealer and temporary plates.

216:4 Chairperson; Quorum. The members of the commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Four members of the commission shall constitute a quorum.

216:5 Report. The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2008.

216:6 Ratification of the Lyme Town and Budget Committee Meetings. All acts, notices, and proceedings at the Lyme annual town meeting, held on March 11, 2008, and the budget committee meeting held on February 12, 2008, are hereby legalized, ratified, and confirmed.

216:7 Effective Date. This act shall take effect upon its passage.
