STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Nine

AN ACT authorizing the liquor commission to sell tobacco products at state liquor stores located on interstate highways.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Liquor Commission; Sale of Tobacco Products. Amend RSA 176 by inserting after section 11 the following new section:

176:11-a Sale of Tobacco Products. The liquor commission may sell tobacco products at state liquor stores located on interstate highways.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 184-FN - FISCAL NOTE

AN ACT authorizing the liquor commission to sell tobacco products at state liquor stores located on interstate highways.

FISCAL IMPACT:

    The Liquor Commission states this bill will have an indeterminable fiscal impact on state revenue and increase state expenditures by an interminable amount in fiscal year 2009 and each year thereafter. There is no fiscal impact on county and local revenue and expenditures.

METHODOLOGY:

    The Liquor Commission states this bill authorizes the sale of tobacco products at state liquor stores located on interstate highways. The Commission states this bill could increase state expenditures due to changes in operations such as removing spirit and wine products to make space for the display of tobacco products and the need for additional store personnel to accept delivery and maintain proper stock of tobacco products in the retail stores. The Commission states the effect of this legislation on state revenues cannot be determined.
