STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Nine

AN ACT establishing a commission to study the effects of inflation on New Hampshire and possible remedies.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Commission Established. There is established a commission to study the effects of inflation on New Hampshire and possible remedies.

2 Membership and Compensation.

I. The members of the commission shall be as follows:

(a) Three members of the house of representatives, appointed by the speaker of the house of representatives.

(b) One member of the senate, appointed by the president of the senate.

(c) One representative of the department of justice, appointed by the attorney general.

(d) One representative of the New Hampshire Center for Public Policy Studies, appointed by that organization.

(e) One representative of the New Hampshire Bankers Association, appointed by the association.

(f) One representative of New Hampshire Legal Assistance, appointed by that organization.

(g) One member of the New Hampshire Liberty Alliance, appointed by that organization.

(h) Two public members, one of whom shall have an income at or below the 2008 Poverty Guidelines established by the United States Department of Health and Human Services, appointed by the governor.

II. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

3 Duties. The commission shall study the effects of inflation on New Hampshire residents, including the amount of wealth lost due to inflation, financial hardships caused by inflation, and the loss of purchasing power as a result of inflation. The commission shall also consider possible remedies or other means of mitigating the effects of inflation on the state’s economy and residents.

4 Chairperson; Quorum. The members of the commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Five members of the commission shall constitute a quorum.

5 Report. The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2009.

6 Effective Date. This act shall take effect upon its passage.
