STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nine
AN ACT appropriating funds for construction of public facilities at Hampton Beach.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Construction of Public Facilities at Hampton Beach State Park. The division of parks and recreation, department of resources and economic development, shall initiate and oversee all phases of the Hampton Beach State Park renovation project. The project shall comply with the requirements of RSA 21-I:80. Project components shall include:
A. Seashell Complex. Replacement of the existing Seashell complex with a new central visitors’ facility with accommodations for:
1. Open air stage with outdoor seating for concerts and performances. The seating area should provide good viewing of the stage for 500 and overflow viewing for 1500.
2. Toilet facilities with 30 toilets for women, 15 lavatories for women, 6 changing stalls for women, 12 toilets for men, 18 urinals for men, 15 lavatories for men, 4 changing stalls for men, and janitor’s closet and storage space for cleaning equipment with mop sink.
3. Lifeguard watch station with an unobstructed view of the beach.
4. First aid room with associated lavatory.
5. State park visitors’ contact office.
6. Chamber of Commerce visitors’ information center.
7. Communications equipment room for cellular phone transmission equipment (approximately 250 square feet).
8. Site amenities including shade space, exterior seating, rinse-off showers, and bike racks.
B. Marine Memorial Area Bath House. New bathhouse for the Seashell area near the Marine Memorial with accommodations for:
1. Twelve toilets for women, 6 lavatories for women, 2 changing stalls for women, 5 toilets for men, 7 urinals for men, 6 lavatories for men, 2 changing stalls for men, and a janitor’s closet for cleaning equipment and supplies.
2. Site amenities including shade space, exterior seating, rinse-off showers, and bike racks.
C. Haverhill Street Area Bath House. New bathhouse for the Seashell area near Haverhill street with accommodations for:
1. Eight toilets for women, 4 lavatories for women, 2 changing stalls for women, 4 toilets for men, 4 urinals for men, 4 lavatories for men, and a janitor’s closet for cleaning equipment and supplies.
2. Site amenities including shade space, exterior seating, rinse-off showers, and bike racks.
D. South Gateway Visitor Center and Park Administrative Facility. Redevelopment of the South Beach Area to include a Visitors’ Center and Park Administration Facility.
1. Renovate the existing maintenance building to provide:
a. Warehouse space for supplies.
b. Equipment and vehicle storage.
c. Maintenance shop including space to work on vehicles.
d. Maintenance office.
e. Maintenance staff locker room.
2. New visitors center area:
a. Visitor contact and reception area.
b. RV Campground office.
c. Rest rooms.
d. River view exterior seating area.
3. New park administrative area:
a. Lifeguard area:
i. Training area.
ii. Equipment storage.
iii. Vehicle storage.
iv. Lifeguard locker rooms for men and women.
v. Lifeguard office.
b. Meter Patrol Area:
i. Park Patrol office.
ii. Park Patrol locker room.
iii. Counting room for money and change handling.
iv. Equipment storage.
v. Vehicle storage.
vi. Parking meter maintenance shop.
2 Appropriation. There is hereby appropriated the sum of $18,000,000 for the fiscal year ending June 30, 2011 to the division of parks and recreation, department of resources and economic development, for the redesign and renovation of the Hampton Beach State Park area as set forth in section 1 of this act. The governor shall issue a warrant for said sum out of any money in the treasury not otherwise appropriated.
3 Effective Date. This act shall take effect 60 days after its passage.

HB 494-FN-A - FISCAL NOTE
AN ACT appropriating funds for construction of public facilities at Hampton Beach.
FISCAL IMPACT:
The Department of Resources and Economic Development states this bill will increase state general fund expenditures by $18,000,000 in FY 2011. This bill will have no fiscal impact on state, county, and local revenues or county and local expenditures.
This bill appropriates $18,000,000 in FY 2011 from the general fund to the Department of Resources and Economic Development for the purposes of this act.
METHODOLOGY:
This bill appropriates funds for the Hampton Beach State Park Renovation project. The Department of Resources and Economic Development states this bill will increase state general fund expenditures in FY 2011. The Department states the proposed appropriation is based on the August 2008 Hampton Beach Design and Development study. The study estimates project costs to range between $17,239,335 and $20,107,965. The range established is based on an estimated cost of $17,239,335 based on 2008 prices adjusted for inflation at a rate of 8% through 2010. The Department notes that the proposed appropriation is within the specification and range established by the study.
