SB 149 FISCAL NOTE

AN ACT relative to the transition of certain functions and reporting requirements of the community college system of New Hampshire and making an appropriation therefor, and relative to extending the report date for the community college system legislative oversight committee.

FISCAL IMPACT:

The Department of Administrative Services states this bill, as amended by the House (Amendment #2009-1340h), will increase state general fund expenditures by $910,378 in FY 2010 and $910,378 in FY 2011. The Community College System of New Hampshire, Treasury Department, and Department of Justice state this bill will increase state general fund expenditures by an indeterminable amount in FY 2010 and FY 2011. There is no fiscal impact on state, county, and local revenue or county and local expenditures.

This bill appropriates $1 in FY 2010 from the general fund to the Community College System of New Hampshire for the purposes of this bill.

METHODOLOGY:

The Community College System of New Hampshire (CCSNH) states that part of the transition process as it becomes more independent from the state is to take on administrative functions that historically have been provided by the Departments of Administrative Services, Treasury, and Justice. CCSNH states this bill will extend those services through FY 2010 and FY 2011 so transitions that are underway may be completed. CCSNH states the cost to the state departments to continue providing these services is unknown; however, the costs associated with these services will continue to diminish during the next biennium.

The Department of Administrative Services states this bill extends the provision of support services by the Department to CCSNH for two additional years, through June 30, 2011. The Department states it provides services to all state agencies and is directly responsible for certain statewide financial management activities. Under RSA 21-I:76 the Department is mandated to collect from agencies reimbursements to the general fund for agency indirect costs. The Department computes the cost for all statewide central services and bills agencies according to utilization rates. The Department states CCSNH has not made payments for the cost of statewide central services during the current biennium; the computed costs for these services were $703,798 in FY 2008 and $910,378 in FY 2009. The Department assumes the general fund cost to continue to provide these services will be $910,378 in FY 2010 and $910,378 in FY 2011 based on the actual FY 2009 cost allocation.

The Treasury Department states under this bill it may incur additional but minor incremental costs due to CCSNH continuing to utilize the state’s financial system and related processes during FY 2010 and FY 2011. The Department states it will be able to absorb these costs within its proposed FY 2010 / FY 2011 budget.

The Department of Justice states it cannot determine the fiscal impact this bill will have on the Department.

This bill appropriates $1 in FY 2010 from the general fund to the Community College System of New Hampshire for the purposes of this bill.
