STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Ten
AN ACT establishing the New Hampshire great ponds study commission.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subdivision; New Hampshire Great Ponds Study Commission. Amend 487 by inserting after section 30 the following new subdivision:
New Hampshire Great Ponds Study Commission
487:30-a Commission Established. There is established the New Hampshire great ponds study commission to study the threat exotic invasive species pose to underwater natural and man-made resources.
487:30-b Membership.
I. There shall be 5 members of the commission with backgrounds in science, environmentalism, business, marine transportation, tourism, the recreational or commercial scuba diving community, recreational or commercial fishing, or media relations, to be appointed by the governor and council.
II. Initially, 3 members shall be appointed for 3 years and 2 members shall be appointed for 2 years. Thereafter, all members shall be appointed for 3 years. A member shall serve until a successor is appointed.
487:30-c Duties.
I. The commission shall :
(a) Study the threat zebra and quagga mussels, milfoil, and other exotic invasive species pose to underwater natural and man-made resources.
(b) Collect information from other states and provinces where exotic species have extended their range.
(c) Consider taking a tally of New Hampshire's freshwater underwater natural and made-made resources, suggest possible programs for documenting, photographing, and preserving those resources, and seek ways to deter invasive species from invading New Hampshire’s lakes, ponds, wetlands, rivers, and streams.
II. The commission may seek and receive funding from federal, foundation, corporate, and other sources to assist with its work.
487:30-d Chairperson; Quorum. The members of the commission shall elect a chairperson to serve for a term of one year. The commission shall meet 4 times a year and at any other times it deems necessary. The first meeting of the commission shall be held within 45 days of the effective date of this section. Three members of the commission shall constitute a quorum.
487:30-e Report. The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2010 and November 1 of each biennium thereafter. The office of the governor and the clerks of the senate and the house of representatives shall provide clerical assistance for these reports.
2 Effective Date. This act shall take effect upon its passage.
