STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Ten

AN ACT establishing a commission to analyze revenues and expenditures in the state budget.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Commission Established. There is established a commission to analyze revenues and expenditures in the state budget.

2 Membership. The commission shall consist of the following members, appointed by the governor from the following nominations:

I. A representative of the business industry, nominated by the Business and Industry Association.

II. A representative of the New Hampshire High Technology Council, nominated by the council.

III. A representative of the Amos Tuck School of Business Administration at Dartmouth College, nominated by the business school.

IV. A representative of the university of New Hampshire, nominated by the university.

V. A representative of the Federal Reserve Bank of Boston, nominated by the bank.

VI. Three members of the public.

3 Duties. The commission shall study current state revenues and expenditures; review the projected growth of state revenues and expenditures; and recommend future spending practices to maintain a balanced budget.

4 Chairperson; Quorum. The members of the study commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the first-named member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Five members of the commission shall constitute a quorum.

5 Report. The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2010.

6 Effective Date. This act shall take effect upon its passage.
