ANALYSIS

This bill ratifies the cost items and terms and conditions of employment contained in a collective bargaining agreement affecting court security officers of the judicial branch. The bill also makes appropriations for fiscal year 2010 and 2011 to fund the cost items.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Ten

AN ACT relative to ratification of cost items contained in a collective bargaining agreement for court security officers of the judicial branch, and making an appropriation therefor.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Ratification of Cost Items; Collective Bargaining Agreement; Court Security Officers. Pursuant to requirements of RSA 273-A, the legislature hereby ratifies the cost items and terms and conditions of employment contained in a collective bargaining agreement regarding court security officers of the judicial branch.

2 Appropriation. The sum of $400,872 for fiscal year 2010 and $454,568 for fiscal year 2011 are hereby appropriated to the chief justice of the supreme court for the purpose of funding the cost items ratified in section 1 of this act. The sums appropriated shall be in addition to appropriations made in accounting unit 02-1040-100010-2034. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

3 Effective Date. This act shall take effect upon its passage.

SB 485-FN-A - FISCAL NOTE

AN ACT relative to ratification of cost items contained in a collective bargaining agreement for court security officers of the judicial branch, and making an appropriation therefor.

FISCAL IMPACT:

      The Judicial Branch states this bill will increase state general fund expenditures by $400,872 in FY 2010 and $454,568 in FY 2011. There is no fiscal impact on state, county and local revenue or county and local expenditures.

      This bill appropriates $400,872 in FY 2010 and $454,568 in FY 2011 from the state general fund to the Judicial Branch for purposes of this bill.

METHODOLOGY:

    The Judicial Branch states this bill ratifies the cost items and terms and conditions of employment contained in the collective bargaining agreement affecting court security officers of the Branch. The bargaining agreement covers court security officers who provide court security in most district court and family division sites. The agreement was ratified on October 4, 2009 and expires on June 30, 2011. The per diem rate for court security officers shall be $80 for a full day ($85 beginning January 1, 2011) and $45 for a half day, retroactive to July 3, 2009. The fiscal impact of the cost items in the agreement are $400,872 in FY 2010 and $454,568 in FY 2011.
