STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eleven

AN ACT establishing an assessment on motor vehicle inspections to be deposited in the police standards and training council training fund.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Inspection of Vehicles; Fees. Amend RSA 266:2 to read as follows:

266:2 Fees. The fee for inspection stickers shall be [$3.25] $8.25 for each sticker furnished an approved inspection station. The division shall transfer $.25 of each fee collected under this section to the motor vehicle air pollution abatement fund established by RSA 125-S:3, $5.00 of each fee collected under this section to the police standards and training council training fund established by RSA 188-F:30, and $.25 of each fee collected under this section to the general fund. All unused stickers returned by the approved inspection station to the division shall be refundable at the rate of [$3.25] $8.25 each, except that unused stickers purchased from the division for a fee of $3.25 shall be refundable at the rate of $3.25 each and unused stickers purchased from the division for a fee of $2.50 shall be refundable at the rate of $2.50 each.

2 Effective Date. This act shall take effect July 1, 2011.

HB 414-FN-A - FISCAL NOTE

AN ACT establishing an assessment on motor vehicle inspections to be deposited in the police standards and training council training fund.

FISCAL IMPACT:

      The Department of Safety and the Police Standards and Training Council state this bill will increase state restricted revenue by $8,250,000 in FY 2012 and each year thereafter. The Department of Safety states this bill increases state highway fund expenditures by $13,125 in FY 2012. There will be no fiscal impact on county and local revenue or expenditures.

METHODOLOGY:

    This bill establishes an assessment on motor vehicle inspections to be deposited in the police standards and training council training fund. The Department of Safety and the Police Standards and Training Council state the proposed legislation implements a $5 assessment on motor vehicle inspection stickers. Based on average annual sales of 1,650,000 stickers purchased by 2,200 inspection stations each year, the Department and the Council state the proposed legislation will increase revenues to the police standards and training council training fund by $8,250,000 (1,650,000 x $5) in FY 2012 and each year thereafter. The Department states the proposed legislation will also increase state highway fund expenditures by the costs associated with the programming changes necessary to implement the assessment. The Department states these costs will increase highway fund expenditures by $13,125 in FY 2012.
