STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eleven

AN ACT relative to toll-free use of the New Hampshire turnpike system by vehicles with purple heart license plates.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Subparagraph; Exemption from Tolls. Amend RSA 237:12, I by inserting after subparagraph (d) the following new subparagraph:

(e) Motor vehicles bearing plates with a purple heart as authorized under RSA 261:86 and using toll lanes with attendants.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 49-FN - FISCAL NOTE

AN ACT relative to toll-free use of the New Hampshire turnpike system by vehicles with purple heart license plates.

FISCAL IMPACT:

      The Department of Transportation states this bill will decrease state restricted revenues by an indeterminable amount in FY 2011, $288,000 in FY 2012, $324,000 in FY 2013, $360,000 in FY 2014, and $396,000 in FY 2015. There will be no fiscal impact on state, county, and local expenditures or county and local revenues.

METHODOLOGY:

    This bill permits the toll free use of the New Hampshire Turnpike System by vehicles with Purple Heart license plates.

    The Department states the bill will decrease state turnpike fund revenues by the amount of revenue generated by Purple Heart plate holders. The Department’s estimates are based on the number of Purple Heart license plates currently registered (700) with an anticipated growth rate of 100 plates per year. The Department estimates that half the plate holders would be frequent users making 40 trips per month while the other half would be less frequent users making 20 trips per month for an average of 30 trips per month per plate holder.

    Based on these assumptions, each plate holder would account for $30 per month of revenue. This would result in a decrease in turnpike fund revenue of $21,000 per month for each month in fiscal year 2011 effected by the bill and by $288,000 in FY 2012, $324,000 in FY 2013, $360,000 in FY 2014, and $396,000 in FY 2015.
