AMENDED ANALYSIS

This bill requires the commissioner of the department of health and human service to develop a plan to consolidate all outside contracts and to provide the plan for review and comment to the oversight committee on health and human services.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eleven

AN ACT relative to contracts of the department of health and human services.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Contract Consolidation; Department of Health and Human Services. No later than January 1, 2012, the commissioner of the department of health and human services shall develop a plan to consolidate contracts of the department including, but not limited to, contracts for the acquisition of goods and services and for the provision of services to clients of the department. The plan shall be provided for review and comment to the oversight committee on health and human services established pursuant to RSA 126-A:13. For the remainder of the biennium ending June 30, 2013, the commissioner shall provide reports on a quarterly basis to the oversight committee on implementation of the contract consolidation plan.

2 Effective Date. This act shall take effect 60 days after its passage.

SB 151 FISCAL NOTE

AN ACT relative to contracts of the department of health and human services.

FISCAL IMPACT:

      The Departments of Health and Human Services, Administrative Services and Justice state this bill, as amended by the House (Amendment #2011-1420h), will have an indeterminable fiscal impact on state, county and local revenues and expenditures.

METHODOLOGY:

    The Department of Health and Human Services states this bill requires the commissioner to develop a plan to consolidate the Department’s contracts and to submit the plan to the oversight committee on health and human services for review and comment. The Department indicated it is currently party to approximately 650 contracts. The Department assumed the costs associated with producing the plan and reporting to the oversight committee would be less than $10,000, but is not able to determine the fiscal impact of implementing the consolidation plan.

    The Department of Administrative Services is not able to determine the fiscal impact of this bill. The Department stated the bill will have no impact on operations for the Bureau of Purchasing.

    The Department of Justice states the bill will have some impact on the Civil Bureau which currently reviews all of the Department of Health and Human Service’s contracts. The Department of Justice is not able to estimate the number of contracts that will be consolidated and therefore cannot determine the fiscal impact.
