This bill requires the commissioner of the department of health and human services to consolidate contracts of the department and provides parameters for such consolidation. The bill requires the commissioner of the department of health and human services to provide reports on a quarterly basis for the biennium ending June 30, 2013 to the oversight committee on health and human services.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eleven
AN ACT relative to contracts of the department of health and human services.
Be it Enacted by the Senate and House of Representatives in General Court convened:
216:1 Purpose. It is the objective of the general court to assure that appropriations for providing health and human services are expended directly in aid and assistance to the citizens of New Hampshire and that overhead and administrative costs are kept to a minimum. One method for reaching this objective is to consolidate the number of contracts entered into by the department for providing services to persons it serves. It is the intent of the general court that this consolidation be done within the biennium ending June 30, 2013.
216:2 Contract Consolidation; Department of Health and Human Services.
I. For contracts executed on or after July 1, 2011, the department of health and human services shall consolidate contracts of the department including, but not limited to, contracts for the acquisition of goods and services and for providing services to clients of the department, to the fewest number reasonably possible to:
(a) Realize general fund savings in the amount of $1,250,000 in fiscal year 2012 and $4,300,000 in fiscal year 2013 as required in the budget approved for the department;
(b) Reduce the administrative costs associated with the processing and approval of state contracts;
(c) Minimize expenditures in areas other than direct care and assistance to the persons in need served by the department;
(d) Utilize any savings in addition to those specified in subparagraph (a) to provide additional direct services to clients of the department;
(e) Create an efficient, effective, and stable community system of health and human services agencies for the future.
II. The consolidation shall be completed by June 30, 2013.
III. For the biennium ending June 30, 2013, the commissioner shall provide reports on a quarterly basis to the oversight committee on health and human services and the fiscal committee of the general court regarding contract consolidation efforts.
216:3 Effective Date. This act shall take effect upon its passage.
