STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Twelve

AN ACT relative to mileage for members of the county convention for official business.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 County Conventions; Mileage; Official Business. Amend RSA 24:9-f to read as follows:

24:9-f Meetings of Committees; Official Business. Either the chairperson of the convention or the chairperson of the executive committee may call meetings of the executive committee to be held at any time either at the state house in Concord or at any place within the respective county. The members of the executive committee shall be entitled to the same compensation and travel expenses for actual attendance at such meetings as is provided for attendance [at meetings of the convention of said county;] under RSA 24:9-ee. In addition, any member of the convention, including members of subcommittees, study committees, and committees of investigation [may receive such compensation as determined by their respective county conventions for the discharge of their] engaged in official county business [plus] shall be paid an allowance for travel expenses at the rate set under RSA 24:9-ee for attendance at meetings or for official business of the convention of said county for travel to and from the place of meetings or business; said sums to be paid from the county treasury, provided that no such [compensation and] expenses shall be allowed when such meeting or business is held at the state house in Concord.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 1491-FN - FISCAL NOTE

AN ACT relative to mileage for members of the county convention for official business.

FISCAL IMPACT:

      The New Hampshire Association of Counties states this bill will increase county expenditures by an indeterminable amount in FY 2012 and each year thereafter. There will be no impact to state and local revenues or expenditures or county revenues.

METHODOLOGY:

    The New Hampshire Association of Counties states this bill would expand reimbursement of travel expenses for members of county conventions to include attendance for all official business of the convention in addition to convention meetings. The Association is unclear as to the definition of “official business” and is therefore unable to determine how much “official business” travel there might be. The Association states this bill would increase county expenditures by an indeterminable amount in FY 2012 and each year thereafter.
