PETITION FOR REDRESS OF GRIEVANCE

SUBJECT: Grievance of William J. Donovan, III

Your Petitioner Representative S. Schmidt on behalf of William J. Donovan, III, hereinafter presents the following summary of his grievance involving Marital Master Ann Barber for misconduct in failing to protect a child against a certifiably dangerous parent despite the recommendation of the guardian ad litem and the psychiatrist without substantive reasons and invokes the constitutional authority and duty of the Honorable House of Representatives pursuant to Articles 31 and 32 to bring about redress:

Grievance involving Marital Master Ann Barber. who ordered psychological evaluations of Mr. William Donovan and his ex-wife, Ms. Amy E. Pitera, and appointed a guardian ad litem (GAL) to represent the interests of their children in response to the children’s refusal to comply with the court-approved parenting plan issued on March 21, 2008.

The psychological evaluations determined Ms. Pitera as having borderline and histrionic personality disorders and recommended that she be allowed to see the children only during supervised visitation with a court-appointed therapeutic counselor present. The psychiatrist recommended the type and length of treatments Ms. Pitera was to complete before being allowed alone with the children. The GAL’s report also supported the children’s contention of verbal abuse by their mother.

Master Ann Barber refused to acknowledge the findings and recommendations of the psychiatrist, Dr. Karen Weyment, and the guardian ad litem, Ms. Tina Craig, despite her having ordered them in the first instance. Master Barber reinstated the parenting plan and modified the divorce decree in December 2010. The best interests of the children, as determined by professional evaluations, was not met in this case. No contrary professional opinions or evaluations were submitted to Master Barber.

Wherefore, your Petitioner prays that the House of Representatives consider this proposed remedy:

    I. That Marital Master Ann Barber be formally charged with misconduct.

    II. That the House hold a formal hearing to show that Marital Master Ann Barber should be removed from her position.
