STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Thirteen

AN ACT establishing a legislative oversight committee on corrections issues.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Department of Corrections; Legislative Oversight Committee. Amend RSA 21-H by inserting after section 14-c the following new section:

21-H:14-d Legislative Oversight Committee Established.

I. There shall be a legislative oversight committee on corrections issues consisting of the following members:

(a) Three members of the house of representatives appointed by the speaker of the house of representatives.

(b) Two members of the senate appointed by the president of the senate.

II. Membership on the legislative oversight committee shall be for the biennium and shall be coterminous with membership in the general court.

III. The legislative oversight committee shall provide oversight to the department of corrections on corrections issues including, but not limited to, concerns regarding state correctional facilities, proposing methods for achieving greater efficiencies within the department, and reviewing the department’s procedures for addressing prisoner’s complaints. The committee shall conduct an ongoing review of the statutes governing the department of corrections and propose legislation as may be needed.

2 Effective Date. This act shall take effect 60 days after its passage.
