AN ACT requiring the public utilities commission to make specific findings as to the public need for proposed transmission lines.

ANALYSIS

This bill requires the public utilities commission:

I. To make specific findings as to the public need for proposed electric transmission lines.

II. To require transmission lines that are not for the public good to be placed underground.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Thirteen

AN ACT requiring the public utilities commission to make specific findings as to the public need for proposed transmission lines.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Subdivision; Investigation of Proposed Transmission Lines. Amend RSA 363 by inserting after section 23 the following new subdivision:

Investigation of Proposed Transmission Lines

363:23-a Investigation. The commission shall investigate whether any proposed electric transmission line is necessary for the public good. The commission shall order that any transmission line not found to be for the public good shall be placed underground.

2 Effective Date. This act shall take effect 60 days after its passage.
