STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Thirteen
AN ACT relative to liquor licenses for inns.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Definitions; Inn. Amend RSA 175:1 by inserting after paragraph XXXVII the following new paragraph:
XXXVII-a. “Inn” means a building or buildings regularly used and kept open for the feeding and lodging of transient guests. An inn shall have at least 4 rentable rooms and an area of dining that is open to the public for 4 or more days each week and capable of accommodating 20 or more guests.
2 New Subparagraph; On-Premises Beverage and Liquor Licenses; Inns. Amend RSA 178:21, II by inserting after subparagraph (e) the following new subparagraph:
(f) Inns. The commission may issue a license to any inn which shall entitle the licensee to:
(1) Sell liquor and beverages with meals in the dining room or in the rooms of guests.
(2) Sell liquor and beverages by the bottle which shall be delivered to the rooms of registered guests, provided that the charge for such liquor and beverages is not below cost.
3 Effective Date. This act shall take effect July 1, 2013.

AN ACT relative to liquor licenses for inns.
FISCAL IMPACT:
The Liquor Commission states this bill, as introduced, will increase state revenue, and may increase state expenditures by an indeterminable amount in FY 2014 and each year thereafter. There is no fiscal impact on county and local revenue or expenditures.
METHODOLOGY:
The Liquor Commission states this bill establishes a liquor license for inns with four or more rentable rooms. The Commission states the cost of a license for these inns would be $1,200. The Commission does not have any information on the number of inns that would meet the criteria of having four or more rentable rooms, or the number that would seek out a license to determine the potential impact on revenue. The Commission anticipates the licensing of these inns will increase the workload for the licensing and enforcement functions, which may result in an indeterminable increase in expenditures. As the Commission is not able to determine the number of inns that may seek this type of license, it is not able to determine if the impact could be absorbed within its budget.
