AN ACT abolishing certain positions in the liquor commission.

Be it Enacted by the Senate and House of Representatives in General Court convened:

    1 Positions Abolished. The following positions are hereby abolished effective at the close of business on June 30, 2013:

HB 254-FN-A - FISCAL NOTE

AN ACT abolishing certain positions in the liquor commission.

FISCAL IMPACT:

      The Liquor Commission states this bill, as introduced, will decrease Liquor Fund expenditures by an indeterminable amount in FY 2014, $358,311 in FY 2015, $367,385 in FY 2016 and $376,830 in FY 2017, and may increase state general fund revenue by an indeterminable amount in FY 2014 and each year thereafter. There is no fiscal impact to county and local revenue and expenditures.

METHODOLOGY:

    The Liquor Commission states this bill will abolish three classified positions in the Commission: the Chief of Administration (position #14285), Chief of Licensing and Law Enforcement (position #14262), and an Administrator IV (position #14237). The Commission assumes this bill will not take effect until FY 2014. The Commission states the Administrator IV (position #14237) is vacant, however the Commission included funding for the position in its FY 2014-2015 agency budget request. The Commission estimates the elimination of the salary and benefits for positions will result in the following decrease in Liquor Fund expenditures:

    In FY 2014, there will be expenditures related to the payouts for the individuals occupying position #14262 and position #14237. Those exact costs are unknown at this time.

    Any reduction in Liquor Fund expenditures may increase state general fund revenue, as net profits of Liquor Commission are deposited as unrestricted revenue.
