STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Thirteen

AN ACT authorizing the commissioner of the department of resources and economic development to enter into contracts for the provision of free WiFi Internet access at Hampton Beach state park.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Department of Resources and Economic Development; Free WiFi Access. Amend RSA 12-A by inserting after section 1-e the following new section:

12-A:1-f Free WiFi Access. The commissioner of the department of resources and economic development may enter into contracts or agreements with internet service providers to provide free WiFi Internet access for visitors to Hampton Beach state park and the adjacent business district. The commissioner shall coordinate with the Hampton Beach area commission established in RSA 216-J in carrying out the provisions of this section.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 273-FN-LOCAL - FISCAL NOTE

AN ACT authorizing the commissioner of the department of resources and economic development to enter into contracts for the provision of free WiFi Internet access at Hampton Beach state park.

FISCAL IMPACT:

      The Department of Resources and Economic Development states this bill, as introduced, will increase state restricted expenditures by $129,740 in FY 2014, and $65,000 in FY 2015 and each year thereafter. There will be no impact on county and local expenditures, or state, county, and local revenue.

METHODOLOGY:

    This bill authorizes the commissioner of the Department of Resources and Economic Development to enter into contracts or agreements with internet service providers to provide free Wi-Fi internet access for visitors to Hampton Beach state park and the adjacent business district. The Department assumes work on the project will take place during FY 2014, and estimates the initial capital investment and first year maintenance will come to $129,740 in FY 2014, comprised of the following costs from the State Park Fund:

    The Department estimates costs of $65,000 from the State Park Fund in each subsequent year, comprised of the $50,000 yearly maintenance contract and $15,000 for other costs associated with ongoing repairs and upgrades.
