AN ACT relative to OHRV registration transfer fees, removing the penalty of completion of a training program for certain OHRV and snowmobile violations, and deleting OHRV and snowmobile vanity plates or decals.

ANALYSIS

This bill corrects the designation of a portion of the fee for transfer of an OHRV registration. The bill deletes the requirement that persons convicted of violating statutes on speed limit, safe speed, or decibel limits on noise successfully complete an OHRV or snowmobile training program. The bill also deletes the authorization for OHRV and snowmobile vanity plates or decals.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Thirteen

AN ACT relative to OHRV registration transfer fees, removing the penalty of completion of a training program for certain OHRV and snowmobile violations, and deleting OHRV and snowmobile vanity plates or decals.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 OHRV; Registration After Transfer; Grant-in-Aid Portion. Amend RSA 215-A:23, V(a) to read as follows:

(a) The first [$8] $10.50 shall be appropriated to the department of resources and economic development for administration of the bureau’s grant-in-aid program pursuant to paragraph VI.

2 Repeal. The following are repealed:

I. RSA 215-A:19, IX(a) and (b), relative to convictions for violating statutes on speed limit, safe speed, or decibel limits on noise.

II. RSA 215-C:34, VIII(a) and (b), relative to convictions for violating statutes on speed limit, safe speed, or decibel limits on noise.

III. RSA 215-A:23-a, relative to OHRV vanity plates or decals.

IV. RSA 215-C:40, relative to snowmobile vanity plates or decals.

3 Effective Date.

I. Section 2 of this act shall take effect July 1, 2013.

II. The remainder of this act shall take effect upon its passage.

FISCAL IMPACT:

    The Legislative Budget Assistant has determined that this legislation, as introduced, has a total fiscal impact of less than $10,000 in each of the fiscal years 2013 through 2017.
