STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Thirteen

AN ACT relative to the school district budget for kindergarten.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; School Meetings and Officers; Kindergarten Budget. Amend RSA 197 by inserting after section 5-b the following new section:

197:5-c Kindergarten Budget. The school board, if the school district is not controlled by the municipal budget act, shall prepare a separate budget for expenses and revenues related to kindergarten for the annual or any special meeting, which shall not be included in the budget required under RSA 197:5-a. The commissioner of revenue administration shall develop and provide a separate form for the kindergarten budget and shall post the same with and at the same time as the warrant for the meeting is posted.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 324 FISCAL NOTE

AN ACT relative to the school district budget for kindergarten.

FISCAL IMPACT:

      The Department of Revenue Administration states this bill, as introduced, may increase state and local expenditures by an indeterminable amount in FY 2013 and each year thereafter. There will be no impact on county expenditures, or state, county and local revenues.

METHODOLOGY:

    The Department of Revenue Administration states this bill establishes a requirement for certain school boards of a school district to prepare a separate budget for revenues and expenses related to kindergarten. The Department states under this bill it is required to develop a separate form for the kindergarten budget. The Department states it would see an indeterminable increase in state expenditures to develop this form and local expenditures may increase by an indeterminable amount as resources would be required to comply with the provisions of this bill.
