STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Thirteen

AN ACT establishing a commission to study the feasibility of developing an industrial cooperative program for science, technology, engineering, and manufacturing programs at the university of New Hampshire.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Chapter; Commission for Industrial Cooperative Programs in Science, Technology, Engineering, and Manufacturing. Amend RSA by inserting after chapter 187-B the following new chapter:

CHAPTER 187-C

COMMISSION FOR INDUSTRIAL COOPERATIVE PROGRAMS IN SCIENCE,

TECHNOLOGY, ENGINEERING, AND MANUFACTURING

187-C:1 Commission Established. There is established a commission to study the feasibility of developing an industrial cooperative program for science, technology, engineering, and manufacturing (STEM) programs at the university of New Hampshire.

187-C:2 Membership and Compensation.

I. The members of the commission shall be as follows:

(a) Three members of the house of representatives, one of whom shall be from the education committee and one of whom shall be from the science, technology, and energy committee, appointed by the speaker of the house of representatives.

(b) Three members of the senate, appointed by the president of the senate.

(c) The commissioner of the department of resources and economic development, or designee.

(d) The dean of the college of engineering and physical sciences at the university of New?Hampshire, or designee.

II. The commission may solicit input from engineering and manufacturing firms, and any other firm doing business in a STEM field, or any other individual or organization with information or expertise relevant to the commission’s study.

III. The commission shall meet at least once in Manchester, at least once in Nashua, and at least once in Portsmouth.

IV. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

187-C:3 Duties. The commission shall:

I. Study the feasibility of developing an industrial cooperative program for science, technology, engineering, and manufacturing programs at the university of New Hampshire.

II. Study and develop an outline of the academic program and requirements for participation in the STEM industry cooperative program.

III. Study the funding requirements of developing and supporting an industry cooperative program between students and STEM industry corporations.

IV. Identify non-state source funds, such as federal grants and industry-funded grant programs, to assist in the establishment of the industrial cooperative program. The commission shall also research the availability of unexpended federal funds from the federal Troubled Asset Relief Program for this purpose.

187-C:4 Chairperson; Quorum. The members of the commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Five members of the commission shall constitute a quorum.

187-C:5 Report. The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2013.

2 Repeal. RSA 187-C, relative to the commission for industrial cooperative programs in science, technology, engineering, and manufacturing, is repealed.

3 Effective Date.

I. Section 2 of this act shall take effect November 1, 2013.

II. The remainder of this act shall take effect upon its passage.
