STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Thirteen

AN ACT relative to tuition and transportation payments for students attending a vocational education program.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Regional Vocational Education; Payment of Tuition and Transportation Funds. Amend RSA?188-E:9, III to read as follows:

III. Funds appropriated to pay the costs of tuition and transportation shall be distributed in accordance with rules adopted pursuant to RSA 541-A, provided that all payments made to a school district for tuition and transportation costs shall be exclusively for the use of the vocational education program and shall not be diverted or transferred for any other purpose.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 563 FISCAL NOTE

AN ACT relative to tuition and transportation payments for students attending a vocational education program.

FISCAL IMPACT:

    The Department of Education states this bill, as introduced, will have no fiscal impact on state, county, and local revenues or expenditures.

METHODOLOGY:

The Department of Education states this bill requires that all payments for vocational education tuition and transportation made to a school district be used exclusively for the vocational education program. The Department notes tuition and transportation aid is paid out to municipalities on a reimbursement with reimbursements for a given school year being made in the month of December during the subsequent school year. Accordingly, the proposed legislation would have no fiscal impact on state, county, or local expenditures or revenues.
