AMENDED ANALYSIS

This bill provides that funds received from charitable trusts, bequests, gifts, insurance policies, federal grants, or grants from other state programs shall not be considered in computing school building aid grants. The bill also adds an additional criterion based on school security for the approval of school building plans.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Thirteen

AN ACT relative to the criteria for approving and calculating school building aid grants.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Subparagraph; School Building Aid; Amount of Grant. Amend RSA 198:15-b, I(a)(2) by inserting after subparagraph (D) the following new subparagraph:

(E) Funds received from charitable trusts, bequests, gifts, insurance policies, federal grants, or grants from other state programs shall not be considered in computing grants under this paragraph.

2 School Building Aid; Approval of Plans. Amend RSA 198:15-c, II(b)(7) to read as follows:

(7) School security design and integration of security systems.

(8) Any other criteria that the state board of education may determine are necessary.

3 Effective Date. This act shall take effect 60 days after its passage.

HB 629-FN - FISCAL NOTE

AN ACT relative to designation as a high performance school for the purpose of qualifying for additional school building aid grants.

FISCAL IMPACT:

      The Department of Education states this bill, as introduced, will increase state expenditures and local revenue by $39,878 in FY 2014, $66,499 in FY 2015, $100,572 in FY 2016, and $136,236 in FY 2017. There will be no fiscal impact on state and county revenue, or county and local expenditures.

METHODOLOGY:

    This bill establishes a procedure for designating a school as a high performance school for the purpose of qualifying for additional school building aid grants. The Department of Education states each qualifying school district will be entitled to an additional three percent of building aid, with 80 percent of the funds awarded in the first year and the remaining 20 percent awarded when the project is finished. The Department states that while previous high performance aid was capped at $100,000 per year, this bill does not include a cap. Total school building aid is capped at $50 million per year. The Department states outstanding school building aid is deducted from this amount, leaving the remainder available for additional aid. The Department further states average eligibility is 46 percent of approved construction costs. With an additional three percent of aid available, the Department estimates state expenditures and local revenue will increase by the following amounts in FY 2014 through FY 2017:
