AN ACT relative to school building security.
This bill requires the commissioner of the department of education to conduct a statewide school building security inventory to gather and compile security information and building schematic floor plan diagrams for all K-12 public schools, and to establish a school building security information and building schematic floor plan diagram inventory database for all K-12 public schools.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Fourteen
AN ACT relative to school building security.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subdivision; School Boards; School Building Security Inventory and Database. Amend RSA 189 by inserting after section 64 the following new subdivision:
School Building Security Inventory and Database
189:65 School Building Security Inventory and Database.
I. The commissioner of the department of education shall conduct a statewide school building security inventory to gather and compile security information and building schematic floor plan diagrams for all public schools, including chartered public schools, from kindergarten through grade 12 (K-12). The commissioner shall submit a report summarizing statewide security conditions in New Hampshire’s public schools to the speaker of the house of representatives, the president of the senate, the chairman of the house education committee, the chairman of the senate education committee, and the governor on or before September 1, 2015, and at least every 3 years thereafter.
II. The department shall establish and maintain a school building security information and building schematic floor plan diagram inventory database for all K-12 public schools including chartered public schools. The department shall identify data elements to be included in the database that support the 3 core standards for increasing physical security at existing facilities. These core standards as identified by the department of safety, division of homeland security and emergency management include: surveillance, access control, and emergency alerting. The building schematic floor plan diagram need not be an engineered floor plan or blueprint, but may be a schematic diagram that includes, but is not limited to: room numbers, building entries and exits, interior doors, main office, and locations for: main power control, sprinkler shutoff controls, emergency generator, and utility shutoffs. The department shall submit a copy of the most recent school building security information and building schematic floor plan diagrams to the director of the division of homeland security and emergency management, in order to support the development of emergency response plans. Comprehensive, standardized data collected on K-12 facilities pursuant to this section shall enable the state to better prepare, respond, and mitigate potentially dangerous conditions in K-12 facilities by centrally coordinating school building security information and making school building schematic floor plan diagrams accessible to local, regional, and statewide emergency responders. Copies of building security information and school building schematic floor plan diagrams shall not be governmental records pursuant to RSA 91-A.
III. The school district shall submit the completed school building inventory security information and schematic floor plan diagram to the department no later than July 1, 2015. The department shall update school building inventory security information and schematic floor plan diagrams every 3 years thereafter.
2 Effective Date. This act shall take effect 60 days after its passage.
