AN ACT relative to motor vehicle registrations.

This bill corrects a difference between the fee established for a certified copy of a registration in RSA 261:141, IX and RSA 263:42, II. This bill also allows the municipal agents to accept information contained in the electronic system of record in lieu of a physical copy of the certificate registration.
This bill was requested by the department of safety.

AN ACT relative to motor vehicle registrations.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Fees; Copy of Registration Certificate. Amend RSA 261:141, IX to read as follows:
IX. For every certified copy of and duplicate of a certificate of registration—[$10] $15.
2 Municipal Permit; Application. Amend RSA 261:148, IV to read as follows:
IV. In the case of any vehicle, a certificate of registration to the same owner for a current or previous registration period. The clerk may waive the requirement for a physical copy of the certificate of registration if the clerk has access to the electronic system of record and can verify the information for the current or previous registration period.
3 Effective Date. This act shall take effect upon its passage.

AN ACT relative to motor vehicle registrations.
FISCAL IMPACT:
The Department of Safety states this bill, as introduced, may result in a decrease in state highway fund revenues and expenditures, and local revenue in FY 2014 and each year thereafter. There will be no impact on county revenue, or county and local expenditures.
METHODOLOGY:
The Department of Safety states this bill amends RSA 261:141, IX by increasing the fee for a certified copy of a vehicle registration from $10 to $15, as well as allows municipal agents to accept information contained in the electronic system of record in lieu of a physical copy of the certificate vehicle registration. The fee change under RSA 261:141, IX will have no fiscal impact as this simply aligns the fee amount with that required under RSA 263:42, II, which is what the Department currently charges and collects. However, the Department states the change in RSA 261:148, IV, allowing municipal agents to access electronic vehicle registration information to satisfy the requirement of a physical copy may reduce the amount of certified copies requested by the public, which will reduce state highway fund revenue. As there may be a reduction to unrestricted state highway fund revenue there would be a corresponding decrease in state highway fund expenditures and local revenues in the following year as local highway block grant totals are calculated at 12% of the previous fiscal year’s unrestricted state highway fund revenue. The Department of Safety is unable to predict how many fewer requests for certified copies of registrations it will receive as a result of this bill.
